What are the requirements for joining the ACLM?

Extracted from the Memorandum and Articles of Association:

Eligibility for membership as Fellow

1. A person who:

  1. is a registered health practitioner or dentist with the appropriate licensing authority in Australia, New Zealand, United Kingdom or other suitable licensing authority as deemed acceptable by the ACLM Censor-in-Chief and ACLM Council and must show confirmation of registration with same, together with certificate of good standing; and
  2. holds a qualification in the field of legal or forensic medicine which the Council considers appropriate, being at least a bachelor’s degree or the equivalent in law or a master’s degree or equivalent in medical law, legal studies relevant to the practice of medicine or medical jurisprudence, master’s degree or equivalent in forensic medicine; and
  3. may be required to have successfully completed an examination conducted by the College; and
  4. has demonstrated to the satisfaction of the Council that he or she has completed at least 6 years of relevant clinical practice.

is eligible to apply for Fellowship of the College.

    • The requirement for a person to complete the examination referred to in article 1.3. may be waived if the Council thinks fit to do so.
    • A Fellow is entitled to claim his or her membership of the College as having specialist knowledge. If the Fellow is co-jointly qualified in medicine and law and practises in an area of legal medicine, the Fellow is entitled to use the postnominal “FACLM” to denote his or her status as a Specialist in Legal Medicine (which includes the forensic medicine discipline for those qualified in forensic medicine).

Eligibility for membership as Member

2. A person who:

  1. is a registered health practitioner or dentist with the appropriate licensing authority in Australia, New Zealand, United Kingdom or other suitable licensing authority as deemed acceptable by the ACLM Censor-in-Chief and ACLM Council and must show confirmation of registration with same, together with certificate of good standing; and
  2. holds a graduate qualification or equivalent in the field of law which the Censor-in-Chief and Council considers appropriate, being at least a graduate diploma or equivalent relevant to both medicine and law or medical jurisprudence or forensic medicine; and
  3. may be required to have successfully completed an examination conducted by the College; and
  4. has demonstrated to the satisfaction of the Council that he or she has completed at least 3 years of relevant clinical practice;

is eligible to apply for Membership of the College.

    • The requirement for a person to complete the examination referred to in Article 2.3 may be waived if the Council thinks fit to do so.
    • A member is not entitled to claim his or her membership of the College as denoting a specialist qualification, but may use the post-nominal “MACLM” after his or her name and primary qualifications to signify membership of the College.
    • Once the register of specialist medical expert witnesses has been established, a two year window will be created to allow fellows of other medical colleges who have substantive legal medicine or forensic medicine expert witness experience, to obtain membership status of the College once adhering to the above conditions
    • All Members/Fellows of the College must complete the expert witness training program, basic law intensive and practical law intensive within two years of obtaining membership or their membership will lapse.
    • The College council may waive any or all requirements of 2.5.

Eligibility for membership as an Associate Member

3. A person who:

  1. is a registered health practitioner or dentist with the appropriate licensing authority in Australia, New Zealand, United Kingdom or other suitable licensing authority as deemed acceptable by the ACLM Censor-in-Chief and ACLM Council and must show confirmation of registration with same, together with certificate of good standing; and
  2. is currently undertaking a graduate qualification relevant to the field of legal or forensic medicine; or
  3. is currently practising in a field of medicine or dentistry which the Council considers relevant to the field of legal or forensic medicine.
    • An Associate Member is not entitled to claim his or her membership of the College as denoting a specialist qualification, nor may (s)he use any College identified post-nominal to signify membership of the College.

Eligibility for Membership as an Affiliate Member

4. A person who:

  1. is a registered health practitioner, as defined by the Australian Health Practitioner Registration Agency, with the appropriate licensing authority, who has formal legal training and who is not a registered medical or dental practitioner; or
  2. is a registered legal practitioner; and
  3. is a non-voting category and for which there is no College accredited post-nominal.
  4. Affiliates otherwise enjoy all College privileges and opportunities and will pay subscription fees.

Other categories of membership

  1. Members or those considered to have made extraordinary contributions to the College may be elected to the positions of either Honorary Fellowship or Life Fellowship of the College.

 

 

What’s the application process?

Once completed, return to the Administrative Officer,  either electronically to aclm9@legalmedicine.com.au or by post to GPO Box 305, Canberra ACT 2601 accompanied by the  application fee of $330 for Member/Fellow applicants and $220 for Associate/Affiliate applicants.

Note that an application fee of $110 applies when an Associate member applies for promotion to either Membership or Fellowship status.

Once received, all applications are forwarded to the Censor-in-Chief for review. For Member/Fellow applications – a recommendation is put to Council at the next Council Meeting (held quarterly at the start of February, May, August, and November). For Associate/Affiliate applications – a response can be expected within 4-6 weeks.

 

How much is the annual subscription fee?

As set at the last Annual General Assembly the current fees remain:

Members/Fellows: $550

Associates/Affiliates: $440

 

 

What are the benefits of membership?

A Fellow is entitled to claim his or her membership of the College as having specialist knowledge and experience and is entitled to use the post-nominal “FACLM”. While a Member is not entitled to claim his or her membership as denoting a specialist knowledge and experience, the post-nominal “MACLM” may be used after his or her name to signify membership of the College.

ACLM membership offers the opportunity to meet with like-minded professionals, attend college courses and conferences, and receive the Journal of Law and Medicine at reduced membership rates.

The College is exploring the most appropriate method by which a registered and accredited list of College members/fellows who are expert witnesses, including their area of expertise, may be made available to the legal system to identify College qualification and certification. The College is also investigating how to best establish the reintroduction of the Master in Legal Medicine (MLM) qualification, in conjunction with a university faculty of medicine, with negotiations underway. Once this process has been successfully concluded, this will become one of the most appropriate pathways to facilitate College membership at the various levels.  The LML, or less substantive diploma qualifications, will be administered by the College, in conjunction with formal accreditation/recognition by the university underwriting their academic standing and awarding the suitable qualifications.

 

What post graduate or diploma courses would you recommend?

Melbourne University and Sydney University both offer a Masters in Health Law; Monash University offers a Masters of Forensic Medicine; and a number of universities offer courses in health law, forensics, and criminology at certificate and graduate diploma level.
